Algorand v1.0.26 ships as the final release before MainNet launch

Algorand released version 1.0.26 on 18 June 2019 as the last software update ahead of the MainNet launch. The release sets new installations to connect to the mainnet by default and adjusts encoding in the goal clerk inspect tool.

In this update, the `goal clerk inspect` tool now outputs public keys in base32 rather than base64. The default network connection for new installs shifted to the mainnet, completing the transition from the pre-MainNet test environment.
