Algorand v3.11.2 ships performance gains and a synchronization fix

Algorand released version 3.11.2 for TestNet and MainNet on 24 October 2022. The update brings performance improvements and fixes a bug in the synchronization process.

On the performance side, cadaver file generation is now disabled by default, and network propagation uses opportunistic compression. The bug fix addresses a case where accounts holding many resources could interrupt the catching-up process during synchronization.
